Is there a way to set a rule to automatically choose the cheaper of two methods of shipping?

Hello,

I would like any new order coming in under our standard shipping to have either UPS Ground or USPS Priority Mail automatically applied as the shipping method, depending on which is the cheapest to the delivery address. Is there a way to do this?
